Although it is unfamiliar name to normal people but Certified Management Consultants (CMC) and Certified Technology Consultants (CTC) are well recognized through their association among intellectuals for their significant role for development of SMEs. Korea Certified Management & Technology Consultants Association has contributed to the import and export field for 35 years and is being led by Song Gap-ho who obtained a certificate in 1994. The association has 15,000 members nationwide, does verification, and issues certificates, and is running and managing international certification supervised by the international consultant certification authority ICMCI and APEC. After the revision of SMEs Promotion Act in August 1987, the association strengthened requirements of CMC and CTC, defined it as a national qualification exam and CMC and CTC were recognized as promising jobs and the demand from the market is increasing at the moment.
As the leader of International Council of Management Consulting Institutes (affiliated body of UN), which is held once in every two year, Song invited a general meeting to Korea and was recognized for his leadership.
Song says “CMC and CTC were introduced by Taiwan and systematized and developed to high value added industry by Japan and Korea. CMC and CTC promotes the growth of business and draw maximum capability of knowledge industry. If a company is established in a developing country, the role of CMC and CTC is a must. It is blue ocean in overseas market and many countries are benchmarking Korean CMC and CTC.”
The industry in developing countries especially in South East Asia, where pioneering the market by Korean companies is under consideration, can be much more profitable than the Middle East. For Korean SMEs, CMC and CTC are like their mentors, supervisors and partners. Song worked as a professor of Business Communication, E Business and Business Consulting Departments at Soongsil University and he emphasized that the capacity of CMC and CTC is very important especially for SMEs.
Setting up an independent law for CMC and CTC
Korea Certified Management & Technology Consultants Association promotes CMC and CTC, pioneers the markets and carries out the management and administration of the members. At The 2nd Knowledge Service Industry Development Forum held at the Library of the National Assembly, they discussed about ‘strengthening competitiveness of the consulting industry and related independent supporting law’. The association is consisted of 6 Seoul branches and 18 branches nationwide. They signed a business agreement with Gaeseong Industrial Complex Company Association, Korea-China Marketing Association, The Institute of Internal Auditors, Korea Association of Disaster Management, Korea Medium & Small Industries Managers Association, Korean Society of Project Management, Korea Environmental Industry Association, Korea Cost Accounting Association, Korea Institute of Certified Cost Analyst, Jeju Institute For Regional Program Evaluation and Namwon City. Their jobs include ‘leaders training’, ‘ability probation’, ‘registration of members’, ‘supplementary training’, ‘government consignment training’, ‘analysis & instruction of SMEs’, ‘verification of report’, ‘supervision of government consulting project’ and ‘global project’. You need a certification issued on the administrator’s name of Small and Medium Business Administration for Korean type consulting work but the association is appointed as an executive body to implement the practice. They are also appointed as business analysis and supervision organization from the Ministry of Science, ICT and Future Planning. According to the article 47 of SMEs Promotion Act, CMC’s job includes ‘business management,’ ‘human resource’, ‘labor’, ‘office & finance management’, ‘accounting’, ‘production’, ‘distribution and marketing’, ‘import, export & management instruction’, ‘problem analysis’, ‘field instruction’, and ‘implementation & improvement advice’. CTC’s job on the other hand includes ‘analysis of technology’, ‘parts & new technology development’, ‘test & analysis’, ‘measurement’, planning & design’, ‘quality management’, ‘packaging technology’ and ‘environment management’.
To be a member of the association, you need to pass the qualification exam and ability training. The association also provides supplementary training as the qualification lasts only for 5 years. Regarding young people’s unemployment, Song said that talented people and SMEs with sound finance growing together is the solution. Song says “knowledge service consulting specialists are the driving force of economic growth. Talented domestic people entering foreign companies is more efficient than government’s careless investment in overseas market and companies. We have more than 1,600 members with a PhD. It’s regretful that Korean people with a degree is not better off than Japanese people with similar qualification.” In this respect, Song is determined to make an independent law for CMC and CTC and put it into practice before he finishes his term.
