Despite being a newly-elected member, his knowledge and capability have made him to serve as the head of economic commission of the council. "My role is to give support for the political activities of the members, to correct morally disagreeable activities and to introduce practical solutions to the issues of the city" explains Eum and continues "The city once enjoyed the glory to be the largest manufacturing area and ranked No.2 in local government competitiveness although it is experiencing depopulation with a 45% drop in fiscal self-reliance ratio at the moment. The biggest problem, however, is relocation of Anyang Prison which we can make it happen by gathering our strength together." Eum has made numerous practical ordinances including 'The Ordinance on Donators Support' in order to spread donation culture and 'The Ordinance on SME Support' through which small business owners can borrow up to 20 million won at 2% annual interest.
The famous '5 minute speech’
Eum is also famous for his '5 minute speech' which sharply points out unpractical policies. For example, he brought up a doubt whether unqualified companies were entered to Pyeongchon Smart Square High Tech Industrial Complex. He found out that a cosmetics companies in the medical and precision zone and a paint manufacturer in the electricity zone and received an apology from the public servant in charge for mis-administration. Also, he found out a unqualified company with 3 billion won loan at 2.5% interest from the city, and criticized the city's waste on invitation tickets for various events which counts to 30% to 40% of total ticket sales.
"Come closer to citizens to grow together"
In recognition of his effort and contribution, Eum received a presidential citation, The 1st Gyeonggi Parliamentary Awards, 2016 Korea Voters Awards and 2016 Korea Future Management Awards. In his acceptance speech, Eum ascribed his winnings to his 'Come closer to citizens to grow together' policy. "Listening to opinions of citizens is the very basic duty of politicians. The politicians with no ideas on reality of the people cannot bring down-to-earth policies. They chant "vote for me, I will reflect your needs and wants in the policy" only in words. Diligence, Knowledge, conviction and implementation are the words for us to put into practice" points out Eum who is determined to grow Anyang as a happy, clean, safe and livable city of Korea.
