사회주택 모델의 세계적인 건축트렌드, 컨테이너 건축
‘주거’는 인간다운 삶을 위한 가장 기본적인 요건 중 하나다. 이에 정부에서는 주택공급의 양적인 확대를 통해 주거문제를 해결하고자 노력해왔다. 그러나 여전히 많은 수의 취약계층이 열악한 주거환경 속에서 생활하며 인간이 누려야할 최소한의 권리조차 보장받지 못하고 있는 것이 사실이다. 이에 대해 ㈜큐브디자인개발의 한영식 대표는 “저소득층 주거문제를 해결하기 위해선 보다 저렴한 임대료와 원활한 공급, 안정적인 운영에 기반 한 선진 사회주택 모델의 도입이 반드시 필요합니다”라고 강조했다. 한 대표는 현재 진행되고 있는 민간임대주택 사업의 경우 소득 1~3분위에 속하는 주거취약계층이 감당하기엔 임대료가 터무니없이 높게 설정되어 있으며, 공공임대주택의 경우에도 사회의 부정적 시선과 갈등으로 공급확산에 어려움을 겪고 있다고 설명했다. 또한, 대부분의 국민임대주택이 지리적으로 도시외곽에 자리하고 있는 경우가 많아 도심에서 근무하는 저소득층에게 현실적인 지원 대책이 되지 못하고 있다고 지적했다. 진정한 ‘주거복지’를 실현하기 위해선 주거취약계층이 겪고 있는 주택문제에 대한 근본적인 이해가 우선되어야 한다는 의견이다.
한영식 대표는 오래 전부터 저소득층의 주거문제를 해결하기 위한 방법을 고심해왔다. 특히, 건축가로서 멋지고 아름다운 건축물을 짓는 것도 보람 있는 일이지만, 보다 많은 이들의 행복한 생활을 위한 주거공간을 만드는 일도 건축가의 역할이라는 것이 그의 생각이다. 이에 그가 제안하고 있는 것이 바로 ‘컨테이너 건축’이다. 공장에서 생산된 모듈(module)을 현장에 옮겨와 조립하는 방식이라는 뜻에서 ‘모듈러 건축’이라고도 불리는 컨테이너 건축은 전체 공정의 70%가 공장에서 진행되기 때문에 공사기간을 대폭 단축시킬 수 있을 뿐 아니라, 보다 저렴한 비용에 대량으로 공급이 가능하다. 또한, 염분에 강한 특수강으로 제작되어 40년 이상 사용할 수 있으며, 재활용이 가능해 건축폐기물의 발생을 줄일 수 있다. 한 대표는 “저렴하고 빠르게 대량 공급이 가능한 컨테이너 건축은 도시재생과 환경보호를 위한 친환경 건축공법이며, 주거취약층을 위한 사회주택에도 더없이 적합한 건축형태라 할 수 있습니다”라고 말했다.

한영식 대표는 컨테이너 건축을 국내 최초로 도입한 인물로서, 풍부한 경험과 독보적인 기술력, 설계·디자인 역량을 바탕으로 이 분야의 손꼽히는 전문가라는 평을 받고 있다. 그간 사회주택 사업에 대한 정책 및 아이디어 제안을 꾸준히 진행해 온 그는 지난 6월에는 사회주택 최다 보유국인 네덜란드에서 개최된 ‘2017 세계 사회주택 페스티벌’에 참관해 선진 사회주택 시스템의 현황과 전망을 살펴보고 돌아왔으며, 오는 8월에는 LH한국토지주택공사와 함께 일본에 방문해 주택공급 및 임대관리 분야의 선진업체를 견학할 예정이다. 한 대표는 “사회주택 비율 30~40%를 유지하고 있는 유럽에 비해 우리나라는 10% 이하에 머물 정도로 공급이 크게 부족한 상황입니다”라고 전하며, 사회주택 활성화를 위한 보다 합리적이고 적극적인 정책 시행이 필요하다고 강조했다. 이에 덧붙여 그는 현 정부의 ‘주거취약층 공적임대주택 확대’ 정책이 어려움을 겪고 있는 저소득층에게 실질적인 혜택으로 돌아가길 바란다고 전했다.
한편, ㈜큐브디자인개발은 풍부한 노하우와 기술력을 바탕으로 그간 문화시설과 공공시설, 상업시설 등 다양한 프로젝트를 진행해 왔다. 또한, 현재 경산시 ‘활기찬 농촌프로젝트 시범사업’의 일환으로 청년창업지원센터 건립사업을 진행하고 있으며, ‘이룸마당 건축설계 공모전’에 선정돼 해당 프로젝트를 추진 중에 있고, ‘오산시 오매장터 맞춤형정비사업’의 이장희 문화거리 조성에 참여하고 있다. 한 대표는 “과거와는 달리 현대 컨테이너 건축은 신속하고 저렴하면서도 독특한 개성을 표현할 수 있는 건축공법으로 각광받고 있습니다. 특히, 각종 상업시설과 팝업스토어, 문화예술전시관 등 트렌디한 건축물에 적극 활용되고 있으며, 주거지역 내에 방치되던 유휴토지를 활용해 지역주민과 취약계층을 위한 쾌적한 생활공간을 조성하는 데에도 도움이 될 수 있습니다”라고 설명했다. 향후 사회주택사업에 보다 적극적으로 참여하기 위해 ‘사회적 기업’으로의 전환도 준비하고 있다는 한영식 대표. 건축을 통해 ‘더불어 사는 세상’을 만들어가고자 노력하고 있는 그의 열정에 응원의 박수를 보낸다.

Container homes are a global trend for social housing

Housing is one of the basics of our life. The government in the past tried to solve the housing problems by increasing the volume of supplying. But that was not effective for low income families who are still suffering from high housing price and monthly rent. 

“Affordable rent, smooth flow of supply and stable management are three elements of the advanced social housing model and Korea needs to introduce the model as an alternative to settle down the housing issues of low income families” says CEO Han Young-sik of CUBDESIGN. 

Han points out that the current private rental apartments are still unaffordable for low income families and the public rental apartment, on the other hand, have rather negative image and are causing some conflicts. Also, they are located outside of the city and cannot be realistic alternatives for many city workers. In other words, we need to bring up fundamental measures to solve the problems. 

As an architect, it might be cool to erect beautiful or grand buildings but CEO Han has rather focused on introducing buildings that suit the need of majority of people. The container homes he is working on are known as ‘modular architecture’ for the reason that the forklift or truck delivers produced ‘modules (containers)’ to the desired areas. 70% of the process is already done in the factory and it reduces construction period and cost significantly. The modules are made of special steel that is salt-resistant and last for more than 40 years and they are recyclable.

“We will contribute to creating a better housing system”

CEO Han is the one who first introduced container homes to Korea. He is received by many as an expert at design and planning and has rich experience and unique technique in the field. He has been actively suggesting his social housing polices and ideas and recently flew to the Netherlands, the country that boasts the largest number of social housings, to participate in The 2017 Social Housing Festival held last June to learn the up to date system and trend. Taking the momentum, he is visiting to Japan with the officials of The Korean Land & Housing Corporation this month. Han points out that Europe shows 30 to 40% social housing supplying rate while Korea only 10% so the government needs to bring active support measures and implementations. 

In fact, CUBDESIGN has not only focused on container homes but also cultural, public and commercial buildings and has carried out various projects. The company is working on building ‘Youth Startup Support Center’ (tentative), which is part of the Gyeongsan City’s ‘Active Rural Pilot Project’, and also on creating Lee Jang Hee Street, which is part of the Osan City’s ‘Ome Market Improvement Project’. 

“Container buildings are received as new construction method that is faster, cheaper and unique. They are used not only as homes but more like commercial stores such as pop-up stores and galleries. They are also good alternative to create convenient facilities for local residents on the unused lands.”

As for the future plan, Han is planning to turn CUBDESIGN as a social enterprise in order to give more efforts in creating a better society for all.
