Building cutting edge EMP-proof systems in South Korea

September last year, North Korea exposed its ambition to load EMP (Electromagnetic pulse) on hydrogen bomb in ICBM. The news surprised the world. South Korea in particular was alarmed and carried out a check-up on protective facilities against EMP attack. And the result was appalling: the facilities were left in poorer state than that of the 1980s. Jung Su-jin, CTO of Korea Systems EMP and CEO of Yes EMP Research Institute, emphasizes the importance on facilitating up-to-date EMP-proof systems in order to protect important customer data of financial institutions and companies. Jung has built extensive knowledge in the U.S. EMP detection alarming systems and defense technology since 1985. He started R&D at a construction firm of the 8th U.S. Army in Korea when he was 29 and has become one of the top authorities in the field. Jung pointed out that South Korea’s EMP-proof capability remained at the lowest level; MIL-STD-188-125 (80dB) – the international standard is 100dB. It is regretful that the Korean government has tried to adjust the level around 60~80dB due to lack of technical skills and even worse that it handed the projects over to large companies offering cheaper price. Jung has asked the government to meet the international standard for the last 10 years but harvested nothing. Jung explains that the 20% difference between 80dB and 100dB can be 10,000 time difference in reality. Jung also pointed out that 1 trillion won (USD$920M) was poured into EMP projects in 50 military facilities but it was seriously worrying that the media exposed the corruption in 2014. In addition, the government invited politicians and theory-based professors and researchers to the MEP briefing session recently held in Sejong City instead of specialists with extensive field experience. Jung explains all electronic equipment within 170km radius goes down when a hydrogen bomb bursts in the 100km air above and many advanced countries already have secured countermeasures in case this happens. Jung has 30 years of experience in the field and has been invited many times by overseas countries including China and Saudi Arabia in 2013 to give technical assistance. However, all of these accumulated knowledge and knowhow of Jung can go to the bin if the government still sticks to its yearlong practice in seeking advice from EMP businessmen instead of specialists and hands over its projects to them, emphasizes Jung. We must learn a lesson from the USA which first found MEP, formed a committee and introduced the related law and measures. Jung points out again that the South Korean government gives out a guideline made of theory-based professors whose technical skills in the field have not yet been proved. Lack of specialists also plays the part in deteriorating the EMP capability of Korea. For this, Jung emphasizes, securing a field-centered curriculum as well as up-to-date EMP-proof facilities are a must. Meanwhile, Jung has obtained a patent for original technology to make MEP-proof cabinets that can protect the customer information of financial institutions.
