문재인 대통령, G20 정상회의에서 한․프랑스 회담 가져
문재인 대통령은 G20 정상회의 참석을 계기로 7월 8일 엠마누엘 마크롱(Emmanuel Macron) 프랑스 대통령과 회담을 갖고 양국 간 전통적 우호협력 관계 강화, 실질협력 증진 및 지역‧글로벌 협력방안에 대해 폭넓게 협의했다. 양 정상은 임기를 거의 같은 시기에 시작한 점을 감안하여 향후 5년의 임기 중 언제 어디서든지 편하게 대화하며 긴밀히 협력해 나가기로 했다.
문 대통령은 2004년 구축된 한‧불「21세기 포괄적 동반자 관계」가 긴밀히 발전해 오고 있는 데 대해 평가하고, 양국 간 우호협력 관계를 한층 강화시켜 나가자고 했다. 양 정상은 한‧불 양국 간 외교장관 전략대화와 국방장관 회담을 정례적으로 개최하고, 경제, 교육‧과학 분야에서도 장관급 협의체를 추진해 나가기로 했다. 양 정상은 일자리 창출과 성장동력 확충의 중요성에 공감하고, 창업기업 육성, 신산업, 우주, 방산, 원자력 등 다양한 분야에서 협력을 강화해 나가기로 했다.
마크롱 대통령은 금년 9월 서울 개최 ASEM 경제장관회의 계기 한‧불 경제장관회담, 11월 파리 개최 신산업 기술협력포럼 계기 산업부장관회담 등을 통해 협력의 다변화를 희망했다. 문 대통령은 신산업 분야에서 양국이 보유한 상호보완적 기술과 산업역량을 활용하여 미래 산업 협력을 심화시켜 나가자고 했다. 문재인 대통령은 2018년 평창 동계올림픽 마스코트를 선물로 전달하면서 프랑스가 동계 스포츠 강국인 점을 고려하여 많은 프랑스 관광객들이 한국을 방문하기를 희망했다.
이에 대해, 마크롱 대통령은 양국민간 교류‧협력이 증대되기를 희망하면서, 평창동계올림픽의 성공적인 개최를 기원했다. 문 대통령은 프랑스가 유엔 안보리 상임이사국이자 유럽연합(EU)의 핵심국으로서 그간 북핵‧북한문제에 적극적인 역할을 수행해준 데 대해 사의를 표했다. 양 정상은 앞으로 제재와 대화 등 모든 수단을 활용한 근원적인 북한 비핵화 방안 추진 과정에서 긴밀히 협력하고 소통해 나가기로 했다.

문재인 대통령, 독일 메르켈 총리와 회담 가져
문재인 대통령은 지난달 5일 앙겔라 메르켈 독일 총리와 만찬회담을 갖고 양국 간 전통적 우호협력 관계와 실질협력의 증진, 그리고 지역·글로벌 협력 방안에 대해 폭넓게 협의했다. 문재인 대통령은 만찬회담에 앞서 메르켈 총리와 함께 의장대를 사열하고 공동언론 발표를 했으며 이어 시종일관 화기애애한 분위기 속에서 만찬회담이 진행되었다.
메르켈 총리는 먼저 “한반도 상황을 주시하고 있는데, 탄핵의 어려움을 겪고 한국 민주주의가 성숙한 것을 보여주는 것을 평가한다. 부정부패 척결에 대한 기대와 경제성과 참여에 대한 기대, 균형 잡힌 발전 등 문재인 대통령을 당선시킨 국민의 기대는 이러한 것들이라고 생각을 하고 있는데 이에 대해서 문 대통령은 어떤 생각인지, 그리고 북한 문제에 대해서는 어떻게 대응하는 것이 타당한 것인지 여쭙고 싶다”라고 말했다.
문 대통령은 “총리께서 초청해 주신 덕분에 미국에 이어 두 번째로 독일을 공식 방문하고 정상회담을 갖게 되어 감사하다. 말씀대로 한국은 정치적 격변을 겪었는데 무너진 헌법 가치와 민주 정치를 촛불혁명으로 일으키고 새로운 민주정부를 바로 새웠다. 한국 국민은 원칙과 상식이 바로 서고 공정하고 정의로우며 부정부패 없는 깨끗한 나라를 소망하시는데 이것은 저와 함께 국민이 이루어낼 과제다. 그러나 이 시점에서 제일 큰 걱정은 북한의 핵과 미사일 문제다. 또 G20 정상회의는 경제 문제를 논의하는 회의이고 이미 주제가 정해져 있기는 하지만 북한 미사일의 심각성을 고려하여 회원국의 공동결의를 담아내기 위한 의장국으로서의 관심을 보여주면 고맙겠다”라고 말했다. 또 문재인 대통령은 “북한 문제에 대한 구체적인 내용은 UN의 안보리에 맡기되 G20은 원칙적 입장에서의 공동의지를 표명하는 정도면 충분할 것으로 생각한다”라고 덧붙였다.

Moon meets Macron at G20
President Moon had a summit talk with French President Emmanuel Macron on 8 July at the G20. Both leaders had discussed on strengthening friendship and substantial cooperation as well as regional and global issues and cooperation. As the two leaders started their terms around the similar period, they agreed to meet and talk anywhere anytime whenever necessary.

Moon praised the steady advancement of the ‘21C Comprehensive Partnership’ between the two countries since 2004 and suggested to further strengthen the cooperation. They agreed to hold strategic dialogue and defense meeting on a regular basis and to form a ministerial cooperative body for economy, education and science. They also voiced together for the need of job creation and securing growth engines and decided to strengthen cooperation in startup, new industries, space, defense and nuclear energy. 

Macron hoped a diversified cooperation through Korea-France Economic Ministerial Meeting at the ASEM Economic Ministerial Meeting in Seoul in September this year, and also through Industrial Ministerial Meeting on the occasion of the New Industry Technology Cooperation Form held in November this year. 

Moon then gave Macron a Pyeongchang Winter Olympics 2018 mascot as a gift and hoped that many French people will visit Korea next winter. Macron in respond wished Moon a successful hosting of the Olympics. 

Moon then showed his gratitude for France’s active role and play, as a permanent member of the UN Security Council and also a superpower of the EU, against the North nuclear issue. Then they agreed to keep working together against the North nuclear issue through dialogue and economic sanctions if necessary. 

Moon meets Merkel at G20
President Moon held a summit with the Chancellor of Germany Angela Merkel on 5 last month at G20 and discussed on friendly relationship, substantial cooperation and both regional and global issues and cooperation. 

Merkel said “I keep an eye on the situation on the Korean Peninsula and I was particularly impressed by the advanced democracy shown by the people during the political turmoil of the impeachment and the presidential election. I assume that the people voted for you to fulfill eradication of corruption, economic activation and balanced development. I wish to hear about this and also about the North nuclear issue.” 

Moon answered “First of all, I would like to show my gratitude for your invitation. Like you just said, Korea recently went through political turmoil but the people stood up with candles to keep the constitution and democratic politics and eventually built a new democratic government. I know very well that Korean people want a society where principle and common sense are widely practiced, where there is no corruption but only fairness and justice. And I and the Korean people will work together to achieve this. However, the North nuclear issue, in deed, is most problematic. I know G20 is an economic meeting of global leaders but considering the seriousness of the matter I would like to ask you to show an interest as the hosting nation of the G20 to draw a joint resolution regarding the matter.”

Moon added “Of course the details of the North nuclear issue is to be discussed at the UN Security Council so it might be enough if the G20 this year showed its firm will about the fundamental principle regarding the issue.”
