희망으로 가는 사회교육의 실천

한국고용정보원 조사에 따르면 2012년 우리나라 직업의 종류는 1만 1,655개로 이 중 관련직종, 유사직종을 제외한 본 직업은 5,385개에 달한다고 한다. 그럼에도 불구하고 정규 교육과정의 기회를 놓치거나, 적성을 찾지 못해 구직활동에 제약을 받으며 사회로부터 소외감을 느끼는 이들이 있다. 그리하여 다양한 분야의 학문적 연구와 자격증 취득 확대를 통한 직업능력을 개발·양성하고자 (주)한국자격중앙협회가 발족되었다. 

사회교육기업인 (주)한국자격중앙협회는 민간자격 검정사업을 통해 국민 개개인의 평생직업 능력 증진, 자아실현의 가치추구, 사회공헌실천을 위해 노력하고 있다. 

자격증으로 보다 나은 삶 추구
다양한 민간자격시험 과정을 운영 중인 한국 (주)자격중앙협회의 안보경 대표는 ‘자격증이 신분상승의 도구로써의 역할을 해내고 있다’고 말한다. 자격증은 일정한 신분이나 지위를 갖기 위해 필요한 조건이나 능력을 검정하고 인정해 그 직무능력에 대한 증서를 발부하는 것인데, 여러 이유로 인해 교육의 기회를 놓쳤던 이들에게 뒤늦게나마 비정규 교육과정을 통해 자신이 원하는 직업에 대한 지식과 기술을 습득하게 하여 결국 그 자신의 지위나 신분이 상승되게 하는 것이라는 설명이다. 

민간자격제도는 자격에 관한 기본적인 사항을 정함으로써 자격제도의 관리·운영을 체계화하고 평생직업 능력 개발을 촉진하여 국민의 사회·경제적 지위를 높이고 능력중심사회의 구현에 이바지함을 목적으로 시행되었다. 이후 많은 민간자격기관이 생겨났지만 직무분석 과정, 적절한 절차에 따른 민간자격과정 개발 없이 개설하는 경우가 더러 있다며, 한 가지의 자격과정을 시행하기 위해서는 해당 자격취득자가 직업현장에서 책무를 수행함에 필요한 직무능력이 무엇인지를 세밀하게 조사·분석하고, 해당 책무를 수행할 수 있는 최적의 교육과정이 무엇인지 국가직무능력표준(NCS)에 준하여 도출한 후 체계적인 검증을 통한 민간자격과정을 개설해야 한다고 강조한다. 

(주)한국자격중앙협회는 심리상담사, 부부심리상담사, 가족문화지도사 등과 같은 상담분야의 민간자격시험을 시행하고 있으며 해당 종목의 전·현직 교수님들과의 협력을 통해 직무분석과정을 거치고 현장교육 내용을 분석, 검정과정을 시행하고 있다. 또한 일반인뿐만 아니라 여러 대학이나 사회단체 등과의 다양한 교육협약을 통해 검정과정을 체계화, 전문화 시키는 노력을 지속하고 있다. 

안 대표는 평범한 일반인들이 보편적인 높이의 문턱으로 제공된 사회교육의 기회를 통해 자신들이 평소 꿈 꿔 왔던 실용지식들을 한 걸음씩 체득해 나갈 수 있는 기회의 여건을 제공하고자하며 그러한 지론은 우리 사회의 약자들에게 희망과 목표를 심어주는 커다란 결실을 맺고 있다. 

대한민국 반려동물 문화 선도의 주역이기도 한 그는 (주)한국반려동물관리협회의 대표를 역임, 2012년 10월부터 ‘반려동물관리사’라는 민간자격검정을 통해 반려동물에 대한 다양한 실무지식을 습득한 ‘자격사’들을 대거 배출해 내고 있으며 그 결과 ‘펫시터(Pet Sitter)’, ‘반려동물행동교정사’, ‘반려동물장례지도사’, ‘동물매개심리상담사’와 같은 창조경제를 이끄는 신종 직업들을 만들어내는 기염을 토하기도 했다. 

새로운 도전, 또 다른 시작 
2015년 6월, 아시아 예술치료학회(Asia Arts Therapy Association)가 발족된다. 현재 국내 및 아시아에 적용되고 있는 심리상담 및 치료의 이론과 기법은 미국과 유럽에서 개발된 이론과 기법이 그대로 적용되고 있다. 정신병리 평가 및 심리치료프로그램에 다문화적 요소가 고려되지 않은 채로 서구의 진단기준이 그대로 적용되어지고 있는 것이다. 이에 아시아적 예술치료이론과 프로그램을 개발·연구·교육·보급함을 목적으로 ‘아시아 예술치료학회’가 설립을 준비하고 있다.

아시아 예술치료학회는 우선 한국·중국·일본·대만의 4개국을 중심으로 사카키타모츠 심리학 박사(회장. 일본 우베프러티어 대학교 심리학부 교수), 임세라 심리학박사(부회장. 능인불교대학원대학교 융합심리학과) 등 47명의 각국 현직 교수들이 참여하여 창립한 후 홍콩·싱가포르·말레이시아 등의 아시아 현직 교수의 추가 참여를 계획하고 있으며, 추후 각국 사무소나 총회 주최로 다양한 학술대회 개최와 아시아 장애인을 위한 사회복지사업도 전개해 나갈 방침이다. (주)한국자격중앙협회 안보경 대표는 잉메이 북경대학교병원 아동심리치료 실장과 함께 ‘아시아예술치료학회’의 대외협력위원장으로 위촉되어 학회 및 회원권익을 위한 홍보, 대외협력활동 및 국제교류 업무를 맡게 된다.

Adult education making for hope

According to Korea Employment Information Service, as of 2012, there are 1,1655 occupations in our country and the main occupation, excepting related or similar ones, comes to 5,385 in numbers. Nonetheless, there are those who suffer limitations in employment feeling alienated from the society because they have lost the opportunity for regular educational process or failed to find their aptitude. Korea Qualification Central Association (KQCA) was founded in order to develop and cultivate occupational abilities through academic research in diverse fields and expansion of obtaining a certificate of qualifications. 

KQCA, a social education enterprise, is devoted to increasing each person’s lifelong vocational ability, seeking for the value of self-realization and practicing social contribution through private qualifying testing service.   

Seeks for a better life through a certificate of qualifications  
President Ahn Bo-gyung of KQCA, which is operating diverse private qualifying testing courses says, “A certificate of qualifications is acting the role of enhancing one’s social status.” A certificate is to test and authorize the conditions or abilities needed for a certain status or position with an issued certificate for the job skills. This can enable those who have lost an educational opportunity for many reasons to acquire knowledge and skills about their wanted occupation leading them to a higher social status or position. 

For private qualifying system, its management and operation was systemized by setting the basic items on the qualification. It was administered to improve the people’s socioeconomic status and contribute to realizing capability-oriented society by facilitating the development of capacity for lifelong occupation. Then many private qualifying institutions were born but there were cases in which courses were opened without the process of job analysis or developing the private qualifying process following proper procedures. He emphasizes that to administer one qualifying course, the proper diplomate must scrutinize and analyze what occupational abilities are needed to carry out responsibilities at the scene and draw the optimum curriculum for them in accordance with NCS before opening the private qualifying courses through systematic testing. 

JQCA is carrying out private qualifying exams in the field of counseling, such as psychological counselor, conjugal psychological counselor and family culture guide, while administering the testing courses after job analysis through prior and incumbent professors in relevant event and analyzing the content of the field education. They also continue to make efforts to systemize and specialize the testing course through diverse educational agreements with many universities or social organizations, not just for ordinary people. 

Through the opportunity of social education provided on the general level of ordinary people, president Ahn wants to offer circumstances of opportunity to learn practical knowledge usually dreamed of step by step. His cherished opinion is bearing a large fruit for the socially weak to have their new hope and goal. 

Also as a leader in company animal culture of our country, he served as president of Korea Pet Management Association, and since October 2012, has been producing lots of ‘pet managers’ with diverse practical knowledge through the private qualifying test called ‘pet manager,’ As a result, he has created many new occupations such as ‘Pet sitter’ ‘Pet behavioral corrector’, ‘Pet funeral guide,’ and ‘Pet psychological counselor.’ 

A new challenge, another start 
In June 2015, Asia Arts Therapy Association is going to be founded. Psychological counsel and therapeutic theory and technique applied to Korea and other Asian countries have been developed in the US and Europe. The Western diagnostic standards for evaluating psychopathology and psychotherapy are being literally applied without considering multicultural elements. This is why ‘Asia Arts Therapy Association’ is to be found in order to develop, research, educate and spread Asiatic arts therapy theories and programs. 

Asia Arts Therapy Association will be founded first centering on the four countries of Korea, China, Japan and Taiwan by 47 incumbent professors including Dr. Sakaki Tamotz (president; professor of psychology, Ubeprotier Univ. Japan) and Dr. Im Se-ra (vice president: Neungin Buddhist Univ., convergence psychology). Then it plans for additional participation of incumbent professors from Singapore, Malaysia, etc. Later, the organization will hold diverse academic conferences hosted by each country’s office or general assembly, while proceeding with social welfare service for the handicapped in Asia. Ahn Bo-gyung, president of KQCA, was appointed as foreign cooperation committee head together with Ingmei, Beijing Univ. Hospital child psychotherapy office head, to take on promotion for the learned society and membership rights, foreign cooperation activity and international exchange.
